If you have a Google account, you just enter your ID and password, you will see Blogger list on your account. However, if you do not have a Google Account, just create a new Google account show below: 

 After creating a new account, the step by step is proceed as you need to fill in. Once finish it, the next photo will be shown as below. 

You have your own blog website already now, the next step is to create a new post, click overview or post of the orange list

Now you can write a new post and click "publish" section.
